International controls on narcotics began over a hundred years ago. The War on Drugs began soon after. It became worse after 1971 and several years later, United Nations gave a call for a “drug–free world”. Unfortunately, all the efforts made so far have failed to produce the desired results.

At the same time jails are filled with individuals found to have violated stringent drug laws. Sadly, most of these individuals happen to be drug users and not major drug traffickers.

A group of people in India, well experienced in drug law enforcement and demand reduction, wondered why we have not succeeded in curbing supply and demand of illicit drugs. A think tank, later launched as the Institute for Narcotics Studies and Analysis (INSA), was thus born in 2009.

 

'Kullu Conference successfully concluded'
INSA 's three Day Conference on ‘Drug Problem in Himachal Pradesh: Searching for Truth and Solutions’ at Dev Sadan, Dhalpur, Kullu, Himachal Pradesh has concluded successfully on April 20, 2016.
The conference was inaugurated by Shri Virbhadra Singh, Hon’ble Chief Minister of Himachal Pradesh and attended by senior officials from central and state government law enforcement agencies, drug dependence treatment professionals, NGOs and other members of civil society. More than 50 participants had participated.
The Conference concluded by valedictory address delivered by Shri J C Sharma IAS, Principal Secretary to Himachal Pradesh Government. The Conference attracted attention of media and press.

INSA’s Report on Guwahati Conference...
In December, 2013, INSA organised a conference on ‘Illicit Drugs in the North-East: Searching for Truth and Solutions’ through December 5-7, 2013 at Guwahati, Assam providing a platform to all stake holders for free and frank discussions on the extent and prevalence of illicit cultivation, drug trafficking and drug abuse in the North-East region of India.

INSA’s Opium survey of Lohit and Anjaw Districts of Arunachal Pradesh..
During 2010, INSA carried out a comprehensive survey in Lohit and Anjaw districts of Arunachal Pradesh following a Memorandum of Understanding entered into between the Government of Arunachal Pradesh and the INSA.
